In case of hub, when it recieves an packet for host B it just floods it out to all connected ports except the one from whitch it recieved it without HELLO procedure, all hosts will get the message from sender, then it is up to hosts upper OSI layer protocols ( IP; TCP; AppleTalk etc) to drop or look deeper in to packet.
ARP tables is used by routers to map L2 ( MAC) addresses to host (L3) IP addresses, and of course computers ( if for network comunication is used IP protocol ) but never in L2 devices ( Hubs, bridges and switches), unless it is multilayer (L2-L3) switch, then you can find an ARP table in it.
