Do you have ideas about how the thing works? I would say some sort of EMP delivery system, but I don't see how a ground based weapon could deliver a charge high enough to bypass shielding without also destroying all ground electronics for miles.

Maybe some new precision radio jamming tech would make sense, but I don't know enough about the science to guess how that would work.

Or possibly Russia High Command is just playing the propaganda game..
