But… will anyone really want to install Windows 8 or 8.1 now that Windows 10 is finished? I can understand keeping Windows 7, but don’t see any reason to choose 8/8.1 over 10.

You know what doesn’t need an activation key? Linux Mint, Fedora, Ubuntu, Steam OS, elementary OS, deepin, Zorin OS, etc… ;)

Yeah, but that’s just the installer, which is legal anyways even if you download it from torrent (without crack and stuff), as long as you have your license for it.

Shows error , after selecting "download type" . says "Service cannot be started, either because it i s disabled or because it has no enabled devices associated with it." I tried to save it as an iso files to a drive , which has more than 20GB free space.

Jerry Lynn Porter I'm sorry, did we read the same article? Or rather, did you actually read the article? The very first sentence alludes to the issue that needing a key was the problem to start with, and whether you use this Media Creation Tool or not, that key is still required. Now, if you read the last paragraph, it states "When the download is completed, you’ll be having a bootable USB to do a fresh installation of the Windows 8.1 legally WITHOUT product key on your system." Again, implying that no key is required to install. Blame it on bad English, a bad write-up, or whatever else you want. It still gives the implication that no key is needed for the process. Pardon me for clarifying, but as you can see from the comments listed below, others were confused by the article, and I was simply clearing up the details.
