The first step is to get a good web host. I use https://www.ixwebhosting.com/. It is good and cheap.

I have used digitalocean for a year, and had issues with stable mysql (it just keeped turning off, and it wasn't memory limit issue, as I tried same with 40$ droplet (about 300 uniques day only)).

As well, there are some downtimes (but they are for a tiny moment, longest one I remember – about 30 minutes).

Also, I used Amsterdam server (20$ plan, same that fossbytes.wiki uses), and had connection problems at 500+ online (request timed out for 4 out of 5 attempts to connect to webpage)..

Now I use amazon and everything runs smoothly.

If you’re asking how to learn HTML5/PHP/CSS/JAVASCRIPT to actually build the site then that information is a click away.My reference book is Jon Duckett’s HTML&CSS. It’s very easy on the eyes and most of the code is available for download on it’s website. Happy coding
