Providing the routing information with the packet itself sounds stupid, add a bad peer to the network and all they need to do is check for big (unrouted) headers

I think you have a misunderstanding of how TOR works. It doesn’t add. Encryption as the data passes from one node to another. It removes them the encryption layers.
